4.60: Layers & PICT images

I'm having trouble with Window >> Layers in 4.60. When I open a drawing (existing or new) the layers window extends beyond the bottom of the screen. This happens in earlier versions (usually immediately after installation of an update) but it can be fixed by changing the screen display resolution, grabbing the bottom of the Layers window and shortening it up. Then go back to the original resolution (I use the default resolution – 1366 x 768) and all will be well.
With 4.60 this doesn't seem to work. Whatever resolution I try I can't grab the bottom of the Layers window to shorten it:
So I can't create new layers etc.
Also - a more minor thing – 4.60 doesn't seem to be able to import PICT images – not a big deal. The program crashes:
On the Carbon version everything is OK (both Layers and PICT)
