Ok - I can do it!!
x=0, y=0 is top left of the window. My XX and YY lines are at x = 1201.2083, y = 1719.7917
So to set my XX to -3700 and my YY to +150 I have to add 3700 to the x-position and subtract 150 from the y-position
And that does it
XX is now at -3700 and YY is at +150
The x-axis rulers work perfectly
The y-rulers don't always show correctly until you go to 100% zoom – then they are good at any zoom. But the Edit panel shows the correct numbers.

Actually I added 3707 by mistake, not 3700 – but the principle is the same!
