Workbook Layers/Pages... seems to get a bit confused. I created a workbook with three pages like this:
If I close the file and then open it again, Layers/Pages... looks like this:
And if I quit RealCADD, when I open it again, Layers/Pages... looks like this:
I guess the latter is because when you open RealCADD for the first time it opens with an untitled Plan (not a Workbook) and it is set to some of the parameters (including scale) of the last drawing you were working on. Is that correct?? So the last Plan drawing I was working on was at 1:10 scale and this created an untitled file at 1:10 - which somehow migrated through to the Workbook file?
In general, might it not be better to have a section in Preferences, where one can set the parameters of what you want RealCADD to open with – rather than it taking it from the last drawing one worked on? Just a thought anyway

And sometimes it does this while you are working. Seems to be after the Layers/Pages ... has been closed for a while. As well as reverting to Layer 0 for the first page (which is now actually called "Cover Page"), two pages are checked as Active:
